Balçova Cable Car Facilities Are Tired Now

The General Directorate of Forestry now needs to approve the construction of Balçova Cable Car Facilities, the foundation of which was laid in April after being closed for six years.

The people living in the demolition and construction process of Balçova Cable Car Facility, which was laid with a ceremony attended by Izmir Metropolitan Municipality Mayor Aziz Kocaoğlu in the beginning of last April, after being closed for almost 6 years, bored the people of Izmir. Reacting to the developments, the people said, "Finish this construction and let us relax now." The facility, whose construction could not be started for months due to objections to the Public Procurement Authority and the court proceedings as a result, has now started to await approval from the General Directorate of Forestry.

WASHING COMPLETED

The contractor, STM Ropeway Systems Company, carried out the demolition of the rotating casino and lower and upper stations, which were foreseen to be demolished within the scope of the project, in the 3 months that passed after the site delivery. While the steel poles carrying the passenger cabins were dismantled, the construction of the works to be done within the framework of the renovation project could not be started. The renovation project related to the facility, which is owned by the Regional Directorate of Forestry and leased by the Izmir Metropolitan Municipality, was sent to the General Directorate of Forestry for approval in accordance with the lease agreement. The Metropolitan Municipality officials stated that the construction could not be started until the approval is received.

Izmir Metropolitan Municipality closed the Balçova Cable Car Facilities in 2007 on the grounds that there was no safety of life and property within the framework of the report prepared by the Izmir Branch of the Chamber of Mechanical Engineers. In the intervening period, three tenders were made for the renewal of the facilities. But each time, misfortunes followed the project. Some of the tenders, the objections of the bidders to the Public Procurement Authority, and some of them were canceled by a court decision.

Finally, the contractor STM Ropeway Systems Company took the decision of the Public Procurement Authority, which canceled the tender, to the court. Ankara 14th Administrative Court found the company justified and decided to annul the decision of the KİK. After the loss of time due to tender cancellations and objections, STM Firm took the lead and the site was handed over to the firm at the beginning of April. Then, on April 6, the foundation of the renovation project was laid with a ceremony attended by Izmir Metropolitan Municipality Mayor Aziz Kocaoğlu. Within the scope of the project, the contractor company first demolished the revolving casino, which has been idle for many years and has turned into a monument of ugliness. Then, the demolition of the lower and upper stations and the dismantling of 8 steel poles carrying the passenger cabins were carried out. Since the ownership of the area where the facilities are installed belongs to the Regional Directorate of Forestry, the municipality sent the parcel modification, which includes all these changes, to the Regional Directorate of Forestry for approval in mid-June, in accordance with the lease agreement.

WHAT HAPPENED?

Within the scope of the project, the destruction of the revolving casino first took place in the cable car facilities, the foundation of which was laid with the ceremony attended by Izmir Metropolitan Mayor Aziz Kocaoğlu last April. This was followed by the demolition of the upper and lower stations. Again, within the scope of the project, 8 poles were dismantled between the lower station and the upper station, and the ropes carrying passenger cabins pass. Orders were placed for the production of 8 pillars to be installed between the upper and lower stations. Ground studies were conducted and architectural projects were prepared accordingly. Steel chassis productions and flywheel productions started at the lower station.
