The Urban Rail System Network Will Rise to 2

According to the Tenth Development Plan, the length of the urban rail system will be increased from 2018 kilometers to 455 kilometers by 787.

According to the urban infrastructure situation analysis in the plan, significant progress has been made in meeting the increasing infrastructure needs due to rapid urbanization, while the need for sustainability and sustainability of service quality is maintained.

While the need for drinking water network construction has decreased, the need for treatment of drinking water has increased, except for the newly opened areas and renovation and maintenance works of existing networks. In 2010, 52 percent of drinking and utility water was treated.

SUKAP was initiated in 2011 to provide resources for municipalities' emergency but insufficient financing drinking water and sewerage projects. 2 billion lira was allocated from the central government budget in the 392-2011 period for the 2013 thousand 1,4 drinking water and sewerage projects included in the program.

In the field of solid waste, the ratio of the municipal population benefiting from landfill, which was 2006 percent in 34, to the total population was 2012 percent in 60. As of 2012, the number of sanitary landfill facilities in operation is 69, with which 903 million people are served in 44,5 municipalities.

- 700 million passengers are transported annually with directive system

In many cities, especially in metropolitan cities, infrastructure investments such as sub-overpass, tunnel and bridge which increase road vehicle mobilization and traffic electronic control systems such as Traffic Electronic Supervision System have increased the average vehicle speeds in main arteries.

With the 52-kilometer Metrobus Project in Istanbul, a high-volume and fast transportation system was created by bus. Implementations were initiated to increase the share of the maritime transport and to expand the use of bicycles, and pedestrianization projects were implemented in some city centers.

During the Ninth Development Plan period, the rail system projects planned in Adana, Antalya, Bursa, Gaziantep, Istanbul, Izmir, Kayseri and Samsun, mostly by obtaining external financing, were completed and put into operation. While the length of the lines completed in this period was 185 kilometers, the length of the lines under construction reached 145 kilometers. Over 700 million passengers are transported annually by operating rail system lines.

During the plan period, Esenboğa rail system with Kızılay-Çayyolu, Batıkent-Sincan and Tandoğan-Keçiören metro projects in Ankara, Üsküdar-Ümraniye, Bus Station-Bağcılar, Aksaray-Yenikapı, Bakırköy-Beylikdüzü, Şişhane-Yenikapı, Kartal-Kaynarca , Kabataş-Mahmutbey, Bakırköy-Kirazlı metro, traffic management system in İzmir, development of sea transportation, Üçyol-F. Konak and Altay metro Karşıyaka The tram, 3rd stage in Bursa, 2nd and 3rd stage light rail system in Kayseri, 3rd stage in Gaziantep and 2nd stage tram in Konya are expected to be completed.

Here are some of the 2018 targets for urban infrastructure:

- The ratio of the population of the municipalities served by the sewer network to the total municipal population will be increased from 2018 percent to 88 percent in 95.

- The ratio of the municipal population served by the wastewater treatment plant to the total municipal population will increase from 62 percent to 80 percent.

-The recycling rate of packaging wastes is aimed to increase from 50 percent to 56 percent, the municipal population utilizing landfill from 60 percent to 85 percent, and urban rail system length from 455km to 787km.

- “Investments for alternative transportation types such as pedestrians and bicycles will be encouraged”

According to the plan, some of the policies to be followed between 2014-2018 are as follows:

- “All of the drinking and potable water needs of the settlements will be met, water loss and leakage will be prevented, existing networks will be improved and the use of healthy and environmentally friendly materials will be expanded.

-The drinking and utility water will be provided to the grid in accordance with the required quality and standards in all settlements.

- Sewage and wastewater treatment infrastructure will be developed in the cities and reuse of treated wastewater will be encouraged.

- Investments and practices for alternative transportation types such as bicycles and bicycles will be encouraged.

- Buses, metrobus and similar systems will be preferred by taking into consideration the traffic density and travel demand developments in the public transport. Rail system alternatives will be evaluated on the routes where these are insufficient.

- The existing and planned urban rail system projects of the metropolitan municipalities will be planned to be integrated into the railway main lines, urban logistics centers, intercity bus terminals, airports and other modes of transport passing through the city centers.
