TCDD will serve as a railway infrastructure operator on the part of the national railway infrastructure network, which is transferred to the state-owned railway infrastructure.
TCDD; For the high-speed and high-speed train transportation, the necessary infrastructure will be envisaged by the Ministry of Transport, Maritime Affairs and Communications for investments in railway infrastructure, the lines becoming double or multiple lines, and investments in the renewal and improvement of the railway infrastructure.
In case of requesting the construction of junction line; The immovables required by the junction line to be constructed will be collected by the TCDD by collecting the expropriation fee from the requester and an easement right will be established free of charge in favor of the claimant for not exceeding 49 years. At the end of the period of use, all assets built on the aforementioned immovables will be deemed to be the property of TCDD without any further processing. No fee or compensation will be paid by TCDD for these assets.

Among the immovable properties owned by the Treasury and allocated or left to TCDD, those deemed appropriate by the Ministry of Finance will be transferred to TCDD for use in the duties and activities of TCDD, together with the structures and facilities on it. Except for forests; Among the immovables, which are under the government's authority and disposition, those that are used in the duties and activities of TCDD and approved by the Ministry of Finance will be transferred to TCDD together with the structures and facilities on it after they are registered by the Ministry of Finance on behalf of the Treasury. Among the immovables within the scope of this regulation, those allocated to the Ministry of National Defense and the Turkish Armed Forces inventory that are in common with TCDD will be out of scope.
Due to the use of the immovables to be registered and allocated in the name of TCDD in the name of TCDD until the date of entry into force of this regulation, those who have not yet been charged on the name of TCDD will be abandoned at any stage. Charged fees will not be refunded. Those who have been leased from the immovable property to third parties by TCDD, and who have not yet been charged for the tenants due to their use until the date of entry into force of this article, will be abandoned at any stage, provided that they have been collected by TCDD.

Retired personnel will not be able to be employed at TCDD and TCDD Taşımacılık A.Ş. within 5 years after retirement.
15 cadres will be created in the central organization of TCDD Taşımacılık A.Ş.
