The Ministerial Block of Izmir Metro
The delays caused by the ground and contractors in the İZMİR Subway were added to the approval of the Ministry of Interior and Council of Ministers.
After the approval of the demand for the discovery increase expected by İzmir Metropolitan Municipality for approximately 7 months, ÖZTAŞ stopped the construction of the 1 th stage metro line of Üçyol-Üçkuyular line due to financial difficulties.
In the context of the 1 tender for the Üçyol-Üçkuyular line in İzmir, two stations, tunnel construction and rail installation were approved by the Metropolitan Municipality, which had previously approved the increase of 20 in its jurisdiction. In August, 19.35 applied to the Izmir Governorate with a letter. The governorship sent the letter to the Ministry of the Interior to be submitted to the Council of Ministers, which has the authority to approve the discovery increases of 31 up to 4 percent in September.
YILDIRIM HAS BEEN APPROVED ON NOVEMBER BUT
Positive news came before Ankara about the increase in the discovery. Minister of Transport, Maritime Affairs and Communications, Izmir Deputy Binali Yildirim, in a speech he made last November announced that the Metropolitan Municipality will approve the increase in subway discovery. After this statement, months passed. Although an investigation and report on the demand for discovery increase in the construction of the subway is approaching towards the end of March, the Council of Ministers has not yet approved.
DELAY REASON CHANGE CHANGE?
It was also claimed that the demand for discovery increased was delayed due to the change of duties in the Ministry of Interior. Idris Naim Sahin, despite the preparation of the Ministry of Interior writing the request was not sent to the Council of Ministers upon the request of the Ministry, the Metropolitan Municipality's decision on the request of the Interior Minister Muammer Güler sitting in this seat after the suggestion was put forward. However, the 1.5 month has passed since Guler's inauguration, but the demand for discovery increases was a mystery.
ÖZTAŞ HAS STOPPED HIS WORK
While the construction of the Izmir Metro is expected to be completed in 2013, the 7 monthly problem, which only resulted from the approval of the discovery increase, has already delayed the subway. Due to the lack of approval from the Council of Ministers, the contractor firm ÖZTAŞ A.Ş. as there is no official compensation for the progress payments, it stopped the works for the disposal of the remaining permanent concretes of the line and laying the rails.
IF THE AGREEMENT IS TERMINATED, THE METRO STAYS WITH 2014
ÖZTAŞ will either wait for the approval of the Council of Ministers for the resumption of the construction of the remaining sections or the contract with the company will be terminated and 1. will be re-auction for the stage construction. In this case, subway construction will not end before 2014 with the intervening of bureaucratic procedures.
On the other hand the line 3 station covering 2. stage construction is ongoing. There is no financial problem with this part.
