Bağcı, who talked about the budget of the Ministry of Transport, Maritime Affairs and Communications in the meetings of the Parliamentary Planning and Budget Commission, expressed his demand for railway in Çorum.
Bağcı said the following:

X Mr. Minister, today is your Ministry's 10. year. I would like to thank 10 for your contribution and contribution to the service of our nation. I wish you many years of convenience and successful.

The first issue that I would like to mention Mr. Minister is Call Centers. The Information and Technologies and Communication Authority supervises only the operators in the IT sector. In particular, waiting times, charges, and competition conditions are audited. However, the call service companies that belong to the number of suspicious numbers by calling citizens and marketing is done. In particular, an arrangement should be made about I unwanted CALs ”such as malı unwanted SMS Özellikle. This service should provide service from known lines such as 444. In addition, call centers should be audited by expanding the audit authority of the Information and Communication Technologies Authority.

Second, I would like to present some of the issues contained in the report Kalkınma Local Dynamics in the Regional Development: Çorum Model and 2012 Scenarios li of TÜRKONFED dated August 2023 prepared in Çorum on the Çorum province in relation to our railway demand. This report has been prepared by SWOT Analysis method and in the report, some of the strengths of Çorum province are stated as follows: The presence of the companies manufacturing and exporting, the presence of branded products and the existence of a considerable accumulation in the machinery manufacturing. Among the opportunities, the most important feature was “Ease of Access to Russian Market through Samsun olarak and the weakness of Fırsat No Rail Link Fırsat was mentioned.

Dear Minister, Çorum is defined as the “new industry focus”, especially since the export growth rate in the manufacturing sector is above the average of Turkey's export growth rate. This definition is used to describe regions that develop based on internal factors such as equity, local entrepreneurial characteristics, flexible production characteristics and relations, solidarity, trust and organizational capacity. Çorum is a province that has achieved a “original industrial capacity” by organizing its experience and entrepreneurial power. The only obstacle to the development of Çorum's industry is the railway.

The most urgent infrastructure support for the development of the Çorum industry will be provided by the railway. Because the numbers support it. According to Turkey Traffic Volume Map data, the traffic density in Çorum is as follows. In 2011, there were 4.061.355 vehicles on the Çorum-Ankara route, 2.030.860 vehicles on the Çorum-Samsun line, and 985.135 vehicles on the Çorum-Amasya line. Half of this is for freight and passenger transport. There are 11.500 vehicles on the Ankara line and 5.650 vehicles on the Samsun line on average daily. In addition, according to the 2011 data of the Çorum Chamber of Commerce and Industry, approximately 15 million tons of freight shipments from our province are transported to domestic markets and ports for export purposes.

When the population is taken as the second criterion after the vehicle traffic, the situation is as follows: The total population of Çorum-Amasya-Samsun-Ordu provinces is 2.8 million. When we consider the province of Samsun just like Eskişehir, the population of Giresun-Trabzon-Rize in the new Black Sea coastal corridor will be a railroad that will serve a population and passenger transportation.

Mr. Minister, I will present the file containing the load amounts, population statistics and TURKONFED report of our province to be evaluated for the tender project as soon as possible. I would like to present our high demand to you that we believe that we will have a cost-cutting effect thanks to the development of our city, increase in exports and manufacturing. We look forward to your support.
