13 Provinces Became Metropolitan

The Draft Law on the Establishment of Metropolitan Municipalities in 13 Provinces and Amendments in Certain Laws and Decree Laws was accepted at the General Assembly of the Turkish Grand National Assembly.

The boundaries of Adana, Ankara, Antalya, Bursa, Diyarbakır, Eskişehir, Erzurum, Gaziantep, İzmir, Kayseri, Konya, Mersin, Sakarya and Samsun metropolitan municipalities will be the provincial boundaries.
The legal personality of the village and town municipalities within the administrative boundaries of the districts of these provinces will end, the villages will become neighborhoods, and the municipalities will join the municipality of the district they are affiliated with as a single neighborhood with the name of the town. The sub-district organizations of these provinces will also be abolished.

The legal personality of the provincial special administrations in these provinces and the legal personality of the villages, including forest villages in Istanbul and Kocaeli, will end.

Neighborhoods that changed districts in Istanbul and Ankara

Efeler in Aydın; Karesi in Balıkesir, Altıeylül; Merkezefendi in Denizli; Antakya, Defne, Arsuz in Hatay; Şehzadeler, Yunusemre in Manisa; Dulkadiroğlu, Önikişubat in Kahramanmaraş; Artuklu in Mardin; Menteşe, Seydikemer in Muğla; Süleymanpaşa, Kapaklı, Ergene in Tekirdağ; Ortahisar in Trabzon; Eyyubiye, Haliliye, Karaköprü in Şanlıurfa; The towns of Tusba and İpekyolu, Payas in Hatay, Kozlu and Kilimli in Zonguldak will be established. The name of Akköy district of Denizli is changing as Pamukkale.

Ayazağa, Maslak and Huzur neighborhoods of Istanbul Şişli will be connected to Sarıyer.

Nakkaş, Bahşayış neighborhoods of Arnavutköy district of İstanbul and Muratbey district of Büyükçekmece district will be joined by Çatalca municipality.

The parts of Dodurga and Alacaatlı neighborhoods of Ankara's Yenimahalle district, which are outside the ring road, will be combined with Şehitali neighborhood. Şehitali, Aşağıyurtçu, Yukarıyurtçu, Ballıkuyumcu and Fevziye Neighborhoods will be connected to Etimesgut.

The Dodurga and Alacaatlı neighborhoods of Yenimahalle will also join Çayyolu, Ahmet Taner Kışlalı, Ümit, Koru, Konutkent and Yaşamkent neighborhoods Çankaya with the remaining part of the ring road.

Within the scope of the Law on Protection of Cultural and Natural Assets, the rights, powers and duties used by special provincial administrations will be used by the Investment Monitoring and Coordination Directorate in places where there is no special provincial administration. Local dwellings will be built

Metropolitan and district municipalities will construct or build type architectural projects suitable for the traditional, cultural and architectural features of the region.
The temporary and voluntary village guards working in the villages where the legal personality has been removed will continue to serve in the places where they still serve.

Authorities and duties related to mining license, geothermal resources and natural mineral waters license shall be carried out by the governorships in provinces where the legal personality of the special provincial administrations are removed.
Damage caused by mining activities, such as road breakdowns, bridges to collapse will be compensated.

For the mining licenses, the state rights granted to the provincial special administrations and the villages providing services to the villages, the fees for the mines, the proceeds from the mine tenders, the administrative fines imposed by the governorships and district governorships, the revenues obtained from the guarantees received for the tenders will be recorded as income for the general budget. These allowances will primarily be used for the infrastructure needs of settlements close to where the mine or geothermal and natural water resources are located.
Municipalities of provinces with a population of more than one thousand 750 will be converted into a metropolitan municipality by law.

The boundaries of metropolitan municipalities, the provincial boundaries, the boundaries of the district municipalities will be the boundaries of these districts.

Transport Coordination Center to be established

Transportation Coordination Center will be established. Investment Monitoring and Coordination Department to be established

In the provinces where metropolitan municipalities are located, the establishment, monitoring and coordination of the investments and services of public institutions and organizations, the presentation of the province, representation, ceremony, rewarding and protocol services, the monitoring and guidance of the public institutions and organizations in the province and Coordination Department will be established.

Taxes will not be received in 5 years

In the villages, which are turned into neighborhoods, the enterprises in the structures intended for agriculture and animal husbandry and the grocery, grocery, barber, bakery, coffee, restaurants, hostels, kiosks will be considered to have received the operating license to meet the needs of those living in these places. Those buildings that have been completed until the date of publication of the law will be deemed to be licensed.

Real estate tax in the villages whose legal personality has been abolished, taxes, fees and participation shares required to be collected in accordance with the Municipal Revenues Law will not be collected for 5 years. In these places, the fee to be charged for drinking and utility water will be determined in a way not to exceed 5 percent of the lowest tariff for 25 years.
