Ine Regulation on the Preparation of National Occupational Standards (and N Regulation on the Establishment, Duty, Working Procedures and Principles of the Sectoral Committees of the Vocational Qualifications Authority ”and the ine Regulation on the Preparation of the National Occupational Standards” issued by the Act on Vocational Qualifications Authority (VQA) numbered 4 TCDD was commissioned by FMC and developed by TCDD Personnel Solidarity and Assistance Foundation.
Acting Officer (Level 4) national occupational standard was evaluated by taking the opinions of relevant institutions and organizations in the sector and approved by FMC Management Board after reviewing by FMC Transportation, Logistics and Communication Sector Committee.
Acting Officer (Level 4) is the person who carries out traffic services in accordance with the legislation in his / her workplace, who prepares the train, conducts the transportation and acceptance procedures, prepares the maneuver plans and makes the maneuvers according to these plans.
The Dispatcher is responsible for the accuracy, timing and quality of his operations carried out without supervision. It works in accordance with the business instructions in the execution of transactions, when encountering extraordinary situations, it contributes to the solution of the problem by using direct self-administration in the matters that fall under its responsibility, and reports any unusual situations outside of its area of ​​responsibility. It is among the responsibilities of the dispatcher to ensure the work safety of himself and others he works with.
Movement officers serve in workplaces with different intensity and different social facilities. Among the negative conditions of the working environment, stress in mobility officers working in workplaces with large and intense work volume, loneliness in the movement officers working in places that are far away from the settlements and often require work alone. It can work in any climatic conditions, indoor and outdoor environments at any time of the day and public holidays.
In this profession, rheumatic diseases caused by working conditions and conditions, insomnia and fatigue are the disadvantages of stress.
It is one of the important candidates of the senior staff and management staff in the railway traffic units because of the fact that the movement officer takes decisions on his own during his duty and plays an active role in using the initiative in managing the traffic with the workplace. Due to the feature of the profession, it has the possibility to work anywhere in the railway.
2.6. Other requirements for the profession
The Officer of the Movement should be in a proper manner with the customers and the public.
Measurement and evaluation to be performed for certification according to national qualifications based on Occupational Standard (Level 4) occupational standard shall be carried out in written and / or oral theoretical and practical basis in the measurement and evaluation centers where the necessary working conditions are provided.
The principles of application with the method of measurement and evaluation are detailed in the national qualifications to be prepared according to this occupational standard. The procedures related to measurement and evaluation and certification are carried out within the framework of Professional Qualification, Examination and Certification Regulation.
