Sincan Kayaş Commuter Train Operations Are Not Performed in Ankara

The commuter train operation between Sincan Kayaş has not been carried out since 01 August 2011, due to some studies carried out by Başkentray Project and Ankara Metropolitan Municipality.

However, even the tender process of the Başkentray Project has not been completed yet. The General Directorate of TCDD canceled the commuter train operation between Xinjiang and Kayaş without the tender of the Başkentray Project and also prevented the public's right to transportation. It is not an obstacle for long-term commuter train operations in some areas by Ankara Metropolitan Municipality. It is not something that trains have been removed from the flight for so long because of similar works on railways. The current job in the railways is the construction of a new road near the existing roads between Ankara and Gar-Sincan. There is still no study on the railway between Ankara and Kayaş.

On February 22, 2011, at the Sincan-Lale stop, the Minister of Transport, Binali Yıldırım, said, "We are starting the Başkentray Project from Sincan" and called the contractor firm representatives to the track and negotiated for 14 months, which is the completion period of the project. As a result of this work, it is aimed to carry out passenger and freight train services without interruption when the old roads are removed and 2 new roads and suburban stops between Kayaş-Ankara-Sincan are rebuilt after the completion of the Başkentray Project tender process. none of them happened.

The construction of 2 roads between Ankara-Marşandiz and an additional road between Marşandiz and Sincan, which was stated in the bargaining made by the Minister of Transport, Maritime Affairs and Communications, Binali Yıldırım with the contractor company officials, could not be completed although more than 14 months have passed after 3 months. For this reason, high-speed train services to Ankara, Eskişehir and Konya have been made from Sincan since 15 June 2012.

Again, the tender process of Başkentray Project, which was held on 25.04.2012, has still not been completed.
This emerging picture has once again revealed the plan and unscheduled work of the Ministry of Transport, Maritime Affairs and Communications and TCDD General Directorate. The logic of "caravan is arranged on the road" has become dominant in the works.

Since there has been no suburban train transportation between Sincan Kayaş Stations for exactly one year, thousands of our citizens have been deprived of rail transportation, which is a public service. Commuter trains, especially students, workers, civil servants, pensioners, etc. Considering that it is used by our low-income citizens, our citizens have also suffered from this wrong application in economic terms.

The application of the termination of passenger trains by putting forward various reasons is nothing but a reflection of the policies implemented under the name of lar Restructuring of Railways Yolcu.

In the report titled "Rehabilitation, Restructuring and Financing of TCDD" prepared by Booz-Allen & Hamilton Company in 1995 with the financing of the World Bank, "TCDD mainly carries out freight transportation, and the use of prestige trains in passenger transport" in the report published by Canac in 2002 It was envisaged that "the lines that do not bring profit will be closed, the stations and other railway buildings on these lines will be sold or demolished so that the stations and other railway buildings are not opened to operation again, the passenger transportation is abandoned except for a few prestige trains, the land and buildings in the places where the transportation is removed, the prestige trains are also privatized"

Looking at the latest practices, the demands expressed in both reports coincide with the determination of the political will in this direction.

We invite the Ministry of Transport, Maritime Affairs and Communications and the General Directorate of Turkish State Railways (TCDD) to end the grievances of thousands of citizens suffering from the usurpation of the railway transportation right as a public service.
