Konya Wheat Market YHT Station Application Projects Consultancy Work For the consultancy service, candidates with sufficient experience are invited to submit a prequalification application to submit a proposal. 4. Criteria for participating in the prequalification assessment and the criteria required for prequalification assessment:
4.1 Pre-qualification assessment requirements and required documents:
4.1.1. Chamber of Commerce and / or Industry Chamber or related Profession Chamber Certificate,
4.1.1.1. In the case of a real person, a document indicating that it has been registered in the Chamber from the relevant professional chamber or trade and / or industry chamber, the first announcement date or the year of the tender or deadline,
4.1.1.2. In the event that he is a legal person, he / she is registered in the Chamber of Commerce and / or Industry where he / she is registered, the year of the first announcement or the date of the tender or deadline,
4.1.2. Signature declaration or signature circular indicating that it is authorized to apply for prequalification;
4.1.2.1. In case of a real person, then notarized signature Declaration,

In the event that he is a legal person, he shows the last status indicating the persons, members or founders of the legal entity and the officials in charge of the legal entity in accordance with his interest. 4.2.1. Documents to be obtained from banks:
Not less than 92000 TRY (Turkish Lira) bank cash or non-cash loan on banks or bank reference letter indicating non-restricted deposits,
This criterion can also be obtained by collecting deposit and loan amounts or by submitting more than one bank reference letter.
4.2.2. Year-end balance sheet or equivalent documents of the candidate for the year preceding the tender year:
The year before the tender year;
a) Candidates who are obliged to publish their balance sheet in accordance with the relevant legislation, indicate their year-end balance sheet or parts of the balance sheet showing that the required criteria are met,
b) Candidates who do not have to publish their balance sheet in accordance with the relevant legislation, provide the year-end balance sheet or parts of the balance sheet showing that the required criteria have been met or the certificate issued by the certified public accountant or independent accountant financial advisor in accordance with the standard form to show that these criteria are met.
In the balance sheet or equivalent documents presented;
a) the current ratio (current assets / short term liabilities) should be at least 0,75,
b) The equity ratio (own resources / total asset) shall be at least 0,15,
c) The ratio of short-term bank borrowings to own resources should be less than 0,50 and the mentioned three criteria must be met together.
Those who cannot meet the criteria mentioned above in the previous year can submit their documents for the last two years. In this case, the average of the monetary amount of the last two years is examined whether the adequacy criteria are achieved over the average.
According to the values shown in the summary of self-employment earnings book issued and approved in accordance with the relevant legislation, the ratio of the total income to total expense or the average of the total amount of income and expenses of the last two years shall be at least (1,25). . Certified public accountant or the public accountant or the tax office should be certified. In the tenders for the first four months of the year, those who do not submit their documents for the previous year can submit their documents for the two previous years. Those who cannot meet the qualification criteria in these documents can submit the documents of two previous years and three previous years' documents. In this case, it is examined whether the adequacy criteria are achieved over the average of the monetary amounts of the documents submitted.
4.2.3. Documents showing business volume:
a) Income statement showing the total turnover for the year prior to the year of the tender,
b) Invoices issued in the year prior to the year in which the tender is awarded, showing the monetary amount of the part of the consultancy services or the part of the completed consultancy services under the contract. The work volume of the self-employed is documented by the summary of the self-employment earnings book.
Submission of these documents is sufficient.
In the evaluation of these documents;
a) At least 270000 for total turnover (Turkish Lira)
b) The amount of 180000 TRY (Turkish Lira) is requested as a pre-qualification minimum requirement for the part of the consultancy services or the completed consultancy service works under the commitment. Those who fail to meet these criteria in the previous year can submit their documents for the last two years. In this case, the average of the monetary amount of the last two years is examined whether the adequacy criteria are achieved over the average.
Providing any of these criteria and submitting the document relating to the criteria it provides is considered sufficient.
In the tenders in the first four months of the year, those who do not present the income statement for the previous year can present the income statement of the two previous years. In the event that this income statement fails to meet the qualification criteria, the income statements of the two previous years and three previous years may be submitted. In this case, it is examined whether the adequacy criteria are achieved over the average of the monetary amounts of the years presented in the income statements.
4.3. Documents related to technical ability and criteria that these documents have to bear:

Although the tenderer is not obliged to be within the scope of this work, it is obliged to work with the personnel of the qualification and quantity specified in the table above.
For the personnel specified in the table above and not included in the bidder, copies of the notarized diploma or graduation certificate, room registration documents and other documents showing their experiences and resumes of the personnel shall be submitted to the Administration. A contract indicating that the above mentioned personnel will work within the scope of this work shall be submitted to the Contracting Entity signed by the personnel and the tenderer.
Provided that it is valid for all personnel who will work within the scope of the contract work; Personnel who have not worked in the field of expertise in the last 15 year prior to the date of the tender announcement will not be considered sufficient.
4.4. Jobs that can be regarded as work similar to this notice:
4.4.1. In major cities at home or abroad, the preparation works of railway station and station buildings, airport terminal buildings, bus terminals, bus stations, trade and shopping centers and complexes, cultural and congress centers implementation projects will be considered as similar works.
5. As a result of the pre-qualification assessment to be made, 6 will be invited to submit a proposal from among those identified.
6. Only domestic tenderers can participate in the tender.
7. Viewing and purchasing prequalification document:
7.1. The prequalification document can be seen at the address of the administration and can be purchased from the Central Teller address for 250 TRY (Turkish Lira). Those who apply for prequalification are obliged to purchase the prequalification document or download it using e-signature via EKAP.
The 8.İhale document will be sent to the candidates who will be invited to the tender to submit a tender.
9. Until the date and time of the prequalification application, prequalification evaluation, Real Estate and Construction Department Tender Branch 3. floor can be delivered to room address 4116 by hand or can be sent by registered mail.
