4.1. Terms and conditions of participation in the tender:

Those who fail to meet these criteria in the previous year can submit their documents for the last two years. In this case, the average of the monetary amount of the last two years is examined whether the criteria of competency can be achieved.
In the tenders in the first four months of the year, those who do not present the income statement for the previous year can present the income statement of the two previous years. In the event that this income statement fails to meet the qualification criteria, the income statements of the two previous years and three previous years may be submitted.
