Philippines, Davao Monorail Proposal to be Presented :Philtram Transportation Consortium, a transportation company based in Manila, is set to present a proposal for the construction of an elevated monorail system to the Davao City Council in the coming weeks. A Memorandum of Understanding (MoU) is expected to be signed in February 2017.

Philtram Founder and Chief Operating Officer Jose ‘Dondon’ Guardo and China Railway Engineering Corporation (CREC) Planning and Management Deputy Director Jiang Zhiping made the announcement on 23 January 2017.

Mr. Guardo explained to the press that the project will be divided into four phases:

1.Phase 1 – 14 km from SM Lanang to Roxas Avenue, with stations located at: junction of R. Castillo and J.P Laurel Avenue; SM Lanang; Southern Philippine Medical Center; Abreeza, Ayala Mall; Gaisano Mall of Davao; “Duterte Central Station”, on Roxas Avenue.
2.Phase 2 – Quirino Avenue to Roxas Avenue, with stations located at: Quirino Avenue; Bankerohan; NCCC Mall of Davao in Ma-a; junction of General Douglas MacArthur Highway and Quimpo Boulevard Diversion Road; SM Ecoland; Davao City Overland Transport Terminal; Land Transportation Office (LTO 11) or Davao City Recreation Center; “Duterte Central Station” on Roxas Avenue.
3.Phase 3 – from the junction of General Douglas MacArthur Highway and Quimpo Boulevard Diversion Road to a new South Bus Terminal in Toril, with stations located at: junction of General Douglas MacArthur Highway and Quimpo Boulevard Diversion Road; Matina Crossing; Bangkal; Ulas; South Bus Terminal in Toril.
4.Phase 4 – currently being planned, probably connecting to the proposed North Bus Terminal in Panacan.

Each station will have shops, car parking and offer free Wi-Fi access for the public.

Philtram Head of Operations Eduard Geguerra added that a central station near Aldevinco will be named “Duterte Central Station”.

Mr. Zhiping stated: “The monorail is almost the cheapest urban transit in cities. For China, monorail is very popular now and secondly, it does not occupy roads. The monorail is very light and the structure is very simple.”

Cebu Vice-Mayor Carlo Fortuna apparently told reporters that the city government was convinced that the project was the best solution to Cebu’s traffic problems.

The project would take approximately three years to be implemented: one year for planning and design; two years for construction.

Once the MoU is signed a detailed feasibility study would be conducted and presented before the end of 2017. International consulting and engineering firm Systra would conduct the study to ascertain the project’s economic feasibility, indicate possible high passenger traffic routes and finalize the budget.

The monorail cars would be manufactured in China by China Railway Rolling Stock Corporation, with China Railway Engineering Corporation in charge of the monorail track construction.

Each monorail, capable of speeds up to 80 kph, would have two to eight rubber-tired cars, with a capacity of around 125 passengers per car.

Davao City is located on Mindanao Island, the second largest and southernmost major island in the Philippines. With a population of 1.6 million people it is the country’s third most populous city. President Rodrigo Duterte was the city Mayor until he became the 16th President of the Philippines on 30 June 2016.
