Russia: Government adopted new requirements to passenger railway transporters

Companies engaged in passenger railway transportation in the Russian Federation must have own or leased necessary rolling stock and personnel to provide these services.

The new document replaces a similar decree of the Government adopted in 2006, and amendments to other regulatory documents adopted in 2010. The decree sets the order of licensing passenger railway transportation provided by juridical persons or private entrepreneurs. The decree covers suburban transportation as well as long-distance transportation (including fast and high-speed trains).

To get a license, companies are to meet the requirements of the law “On Railway Transport” and “The Code of the RF Railway Transport.” A company must have a division responsible for emergency response or a contract with third-party companies providing such services. An employee organizing transportation must have a higher professional education or specialized secondary education. His work experience must be not less than three years in this sector in the last decade.

This decree also sets requirements to companies and private entrepreneurs engaged in transportation of hazardous cargoes by railway in the RF. Licensees must have a necessary rolling stock and special containers, and a sub-division responsible for emergency response.
